Flash can increase load time - we can create loading menus and compressed footage files, but this is all still subject to the footage used. Vector files will be very small in size, whereas photographs such as jpegs, or gif image and avi or mov footage can really increase load times
Flash relies on the user having the latest plugin. Some users will not download the newest plugin, although it does come as standard in almost all browsers, there is a percentage of your potential audience who will need to download the latest version
